What did the CAG count in Noida?

The CAG's Performance Audit Report No. 6 of 2021 looked at group housing in Noida across 24 schemes. The Authority had allotted 67 plots for a premium of Rs 14,050.73 crore, and the allottees split them into 113 properties. Together those properties were sanctioned to build 1,30,005 flats.

Of those, 72,697 flats had an occupancy certificate on 31 Mar 2020, which the CAG reads as a sign that builders had finished them. That is 55.92 per cent of the flats sanctioned. The Authority had granted permission for the sub-lease deed on 43,438 flats, 59.75 per cent of the completed ones, and 42,221 sub-lease deeds had been done.

The CAG linked the missing permissions to builders defaulting on dues. Its report put the Authority's pending dues from allottees at Rs 18,633.21 crore on the same date, spread over 96 plots.

  • Flats sanctioned: 1,30,005
  • Occupancy certificate issued: 72,697
  • Sub-lease permission granted: 43,438
  • Sub-lease deeds done: 42,221
  • Completed flats without permission: 29,259, which is 72,697 minus 43,438

Why does a Noida flat come with a sub-lease?

The video explains the chain. The land belongs to the Authority, the builder gets a lease on the plot, and each buyer gets a sub-lease on the flat. The Authority's permission for the sub-lease deed comes before the deed, and the CAG records that it was held back where the builder had not cleared dues.

So a buyer who has paid the builder in full can still be waiting on money the builder owes the Authority. That is the gap behind the 29,259 figure.

What changed in December 2023?

Uttar Pradesh announced a rehabilitation package on 21 Dec 2023, built on the Amitabh Kant committee's report. Under it, registration of flats depends on the builder paying 25 per cent of its outstanding dues. The package also gave builders a two-year interest waiver for the Covid period. The video notes that the condition still sits on the builder, not on the buyer.

ThePrint reported in Dec 2024 that the Greater Noida Authority had registered around 10,000 flats in the previous six months, and that 78 of the 98 pending projects in the region had accepted the package. A buyers' association, NEFOWA, estimated that about 75,000 flats across Noida and Greater Noida were still awaiting registration. That count is the association's, not an official one.

How old are the CAG numbers?

They are as on 31 Mar 2020, more than six years before this page. They predate the 2023 package, so they show the backlog the package was written for, not today's balance. A later official count on the same measure, completed flats against sub-lease permissions, was not found.

How far have Noida prices moved since 2019?

ANAROCK Research, reported by Business Today on 4 Aug 2026, put Noida's average residential price at Rs 4,795 per sq ft in 2019 and Rs 10,780 in Q2 2026, a rise of 125 per cent. That was the steepest gain among the markets it studied. Gurugram went from Rs 6,150 to Rs 13,350, up 117 per cent.

The video links the two points. At 2.25 times the 2019 rate, a flat without a registered sub-lease carries far more value than it did then.

Where does New Noida come in?

The video turns to New Noida, officially the Dadri-Noida-Ghaziabad Investment Region. It covers about 20,900 hectares across 80 villages in Gautam Buddh Nagar and Bulandshahr, near the Noida International Airport that began commercial flights on 15 Jun 2026. Farmland in those villages is being offered with the line that registry is open and compensation will follow.

Three official dates bear on that pitch, 9 Jan 2024, Oct 2024 and Apr 2025. They and the compensation rate are set out in our separate article on New Noida land.
